I love the beauty of this place, the greenery, the tall trees, the ponds, the bright sun, the multicolored wild flowers, and the blue sky. The honeysuckle whose sweet perfume fills the air in the still warm darkness.  The cool breeze sweetened by an evening rain. The low singular voices of the bullfrogs, and the toads who join with their frenzied chorus. Fresh shredded pastures on a hot summer afternoon.  The chorus of coyotes that howl in the dead of night standing the hair on the back of my neck. This place makes me feel close to my maker, the one who breathed the breath of life into me. The one who protects and watches me constantly.

Then there is the Dark Side. The Evil.  The thief in the night who steals progress, compassion, comfort, and justice. Incarcerating unjustly causing unjust suffering. Accusing false crimes, while true crime goes unpunished.  Blind to true human suffering and indignation. Oblivious to the facts, caring for nothing except swelling its own insatiable gain.

Properties being sold for Taxes

                                                                                                                                              October 29, 2006

Another thing that has been brought to my attention several times is properties that are about to be sold because of unpaid taxes.  I find it unusual that a lot of the counties in Texas have websites that have information about the respective county governments, and many if not all of the ones that I checked have properties listed that are about to be sold for back taxes. Red River County is not among those with properties listed.  Why is that?

I have heard about a couple of pieces of property that were about to be brought for sale, that were purchased by officials located in government.  This is quite convenient for officials who go to the appraisal office frequently,  to find out what properties are about to be sold, and then to approach the owners of said property to "work out a deal" to purchase the property.  This is "profiting from their elected office."  I have talked about this in a past article, and have heard about it happening more than once.  Profiting from ones elected office is "against the law", and brings question about any official that would practice this method of acquiring property.

This practice benefits the elected official, because they can purchase the property for less than it is worth, and then at some time in the future turn it around and sell it for many times what they purchased it for, gaining a hefty monetary sum for little to no trouble.  It is "illegal", and those involved in this practice should be removed from office, and possibly even prosecuted for gaining at the expense of the people who never get a chance to buy the properties in question.  By law these properties are supposed to be sold at auction.  I know this because I have been studying about title insurance, and have been attending seminars that talk about back taxes, and what is the legal way to sell them.

Short circuiting the process is not beneficial to anyone in the general public who has no way to find out about these properties until they are posted on the government notice location.  Finding out about these properties in advance benefits the elected official monetarily who purchases the property without it ever being sold at public auction, and also shorts the people of the county if it is a piece of land that could be purchased by the legal method of "sale on the courthouse steps".  It also shorts the owner of the property, because anything received above the debt goes to the owner.

This county needs to be cleaned up.  We all need to get involved and tell officials who are gaining monetarily from their elected office that enough is enough.  There are avenues that can be taken involving agencies outside this county where complaints can be filed about misconduct, depending on the official involved.  These avenues are not just criminal agencies either.

If we actually had a County Attorney who would do what is right rather than getting the justice system involved in "Civil Matters" that are not in the jurisdiction of the justice system, which opens the county to lawsuit, and thereby higher taxes to the people, we would all be better off.  "Civil Matters, do not belong in the justice system, but we seem to have a system that insists on sticking its nose into those matters even though it has no legal jurisdiction.

You would think that they would learn, but they are too stupid to realize, or too stupid to care what they are doing.  There is no debtors prison in the United States!  As far as my knowledge as a private citizen people cannot be arrested for debt.  Owing money is a civil matter, from what I can see, is not a criminal offense.  Using this method to collect a debt is just another way the "GOB" system collects debts for its allies.  Oh well, lawsuits with large settlements for false arrest and prosecution against the County only hurt the people, and not the officials involved, unless they are sued individually, which can and does happen.  Our taxes increase to pay higher premiums on County Insurance because of stupidity.  All in all, it is no big deal........if you don't pay taxes.

Elected Officials Benefiting Personally

                                                                       October 18, 2006

For the past few days, I am in Austin.  This has nothing to do with the website, but the reading I have been doing with the availability of actual newspapers has been somewhat enlightening.  It seems that our congressman have been up to no good as usual.  They have not only given themselves a raise, but now are helping family members who work for lobbying firms with personal gains.  Family members working for lobbying firms are getting these congressman to appropriate money for projects that benefit clients of their firms, and in the process benefit personally for doing it.

The really unnerving part is that nearly half of the Congressman who were polled think there is nothing wrong with this practice.  This is just another way of benefiting from one's elected position. Benefiting from one's elected office happens in Red River County also, and our officials think nothing is wrong with the practice.

It is amazing that one of our officials recently acquired a substantial tract of land in the southeast part of Red River County.  There were several thousands of dollars owed in back taxes, and the land was on the list to be brought up for sale on the Courthouse steps.  This official contacted the heir to the property, and worked out a deal to pay the taxes, and obtained the land at a substantially reduced price, taking the land off the courthouse steps and placing it into his back pocket.  We heard that this angered a land speculator in the Red River Area who was planning to bid on this property at the tax sale. This is gaining personally from one's elected office, and it is illegal but no one in Red River County seems to really care.

Do you think that we need to look at our elected officials, and the fact that they are using their elected offices to gain financially from them not only in Red River County but in Washington?  Should our elected officials be held accountable at the voting booth when the time comes?  Do you think that we have the opportunity in Red River County where officials resign and the few "Good Ole Boys" on the Commissioners Court keep appointing the same corrupted mindset types who sponsor the continuance of the corruption and personal gain?  Do we as citizens really have the opportunity to elect our officials, or is there something going on that keeps our votes from really counting?

What I am hearing at the present is two of our officials, the County Judge and the Sheriff are thinking about resigning, and they haven't even gone through the General Election in November.  I also hear that they already have some "GOB's" picked out that are a sure thing for appointment by the commissioners court after their resignation in the first part of next year.

This practice is causing your votes to be nullified, and a continuance in our county government of the same mindset that I hear everyone complaining about.

The sad part of the whole situation is that these officials think there is nothing wrong with any of their practices, or they just don't give a damn!!!

Attempted Official Intimidation!!

September 22, 2006

To the elected officials, and past elected officials of Red River County...

I am tired of the attitude of the elected officials, and some of the past elected officials of this County.  All of you seem to think that freedom of speech is something that is not allowed in Red River County.  I am telling you straight out that this is the United States of America, and all citizens have the right to give opinions about the elected officials, and past elected officials whether you like it or not.

I was in attendance at a location yesterday, (which I have agreed not to write about as a courtesy), but I am going to write about the fact that Jerry Neal Conway was also in attendance there.  His behavior at this meeting was extremely childish and immature.  At this meeting (which was an official on the record occurrence) Jerry Conway when finished with his part, and in front of everyone attempted to intimidate me by getting in my face calling me names. I could care less what he or any of the officials think. He called me a liar because of what is written on this site about him. I do not have to lie, because his video deposition shows what he is!!

I wish to state that he needs to read this site himself, (if he can) and see that what I said (that he was talking about) did not even mention a name. If people think that it was him, then he must have given them some reason to think that, even though I was not talking about him.

I had respect for law enforcement (till I came to this county). I do not have it for some of the law enforcement here.  Here some of them are bullies, thugs, and liars, and our Judicial system sucks.  Information will come out in the future that will show just how intimidating the judicial system is here, but for now, it cannot.

Jerry Neal Conway was someone I liked (until I read the Dagenhart Rape Case, and viewed the Deposition of Jerry Neal Conway).  I will state now, in public, and to your face Jerry Neal that you are a despicable person, who forms your lips to make your own truth.  You are still trying to use your past position as sheriff (because of all your friends in the sheriff's department, and the County Judicial System) to intimidate me.  I am going to tell you out in the open and to your face on this website that you need to "grow up".  If you don't like what I am writing, then stop doing what you have done in the past (acting like a 12 year old thug). Quit smiling like a possum passing persimmon pits and do what is right (if you are not too far gone already).  The facade you show in public is not the one you show in private, as everyone who was in the room yesterday can attest too!!

I believe that you have been part of the good old boy system here so long that you would not know the truth if it came up an bit you on the ass!!

Whether you think that this is open and to your face or not, I am saying this in the open, everyone knows who I am, and they know that I am saying it directly to your face, because you are facing the screen to read this (unless someone is reading it for you).

So Jerry Conway, all elected officials, law enforcement, and the members of the judicial system.  If you don't like what I am saying, then DO WHAT IS RIGHT RATHER THAN WHAT IS IN YOUR BEST INTEREST.  If you get in my face like a 12 year old thug, I will write about you right here!  Maybe in the future the thugs will be gone, but for now they all need to learn that I do not intimidate, PERIOD!!!  DO YOU ALL UNDERSTAND?  The best way to defeat a thug is to stand up to him.  You may get beat up sometimes, but most of the time, you will find they have the backbone of a jellyfish.

I did forget to tell you what Conway did when he came back into the room after being talked to by someone who had influence over him.  I was sitting next to a lady.  Conway came over and sat down one chair over from me.  He took two pills from his pocket, and showed them to me and said.  I want you to see these so you will know that I am not taking meth.  This is my rheumatiz medicine.  I don't know why he did it, unless he has a guilty conscience for some reason.  The lady sitting next to me made the statement after he left that he acted like he was bi-polar!

Also, the Judicial system needs to quit trying to hide the facts of lawsuits caused by our elected officials. These lawsuits are costing the taxpayers big money and the elected officials are attempting to seal the truth away in the records of the proceedings.  These lawsuits are costing "ALL OF THE TAXPAYERS OF RR COUNTY" big bucks in ghastly higher bonding and insurance fees. Some, if not all of our elected officials are either too ignorant, or base which makes them believe they can get away with anything, including violating the civil rights of "ANY CITIZEN"

I believe that they are realizing that they cannot do whatever they want, but it is too late.......

Why I think the Sheriff's Run-off Race is Still Suspect!

Let's take a look at why I believe that the Sheriff's Run-off Race is Still Suspect.  On April 11, 2006 this county went to the polls to vote on who would be sheriff for the next 2 years.  Was the election run properly.  We all know that the ballots were accounted for, and that they are all there according to serial numbers.  To me, that means nothing when the "rules of the Texas Election Code" or the "rule of law" was not followed running the election.

My investigation revealed that none of the required laws written to make sure that elections in the State of Texas are run properly were followed.  Sure some of the laws are directory which means that they are "laws that lead" the election officials to the proper path to make sure that the "mandatory laws" or "laws that are required" to run a fair and legal election are met.  In this case, none of the laws either "directory" or "mandatory" were followed, and this is why I say the election is still suspect.

We are a "democratic society" which means that the people elect the officials who make the laws and then enforce them.  If the people do not monitor the elected officials to make sure they are following the "rules of law" then who is going too!  If our officials can make laws that we have to follow, but they do not, then we are for sure not living in a democratic society.

The laws of the State of Texas dealing with elections are very specific about what should be done.  These laws were not followed, and even though the ballots can be accounted for, the security of the ballots during and after the election is still suspect.  Every ballot box must be checked and sealed by locks, and serial numbered seals much like the one on your electric meter on both the "hatch end" or the end where the ballots are removed for counting, and the "deposit slot" where you the voter deposit your ballot through the small slot.  When the boxes leave the County Clerks office before the election, the seals "must" be affixed according to law, and the Serial numbers of those seals "must" be recorded for later verification.

When the "deposit end" seal is broken, the seal must be inspected before it is broken, and recorded, and the broken seal saved by the election judge at the polling location, so that records are available for later verification  When the voting process is over,  the election judge must reseal the "deposit slot" and the seal number verified by 2 people, and then record it in the records for later verification. Two people are supposed to "by law" then deliver the ballot box back to the counting station, or in this case the County Clerks Office, with no stops made in between the polling place and the counting station.

When the ballot box reaches the counting station, there is an election judge on that end who "must" verify the serial number of the seal on the "hatch end" of the box from the record made earlier of the serial number, and the "deposit slot" from the serial number record that the election judge and the witnesses made at the polling station.  If the serial numbers all "match" then the election judge records the serial numbers of both seals again.  Then the judge may break the seals, and remove the ballots from the box, again saving the seals for later verification.

The early voting box is what caught our eye in this investigation, because there was no record of any seals affixed.  The box should have had 2 separate locks, one on the "hatch" end and one on the "deposit slot" end.  The keys should have been different, and the "hatch" end should have been held by the county auditor who is the custodian of the keys to the ballot boxes in this particular election until the box is ready to be counted on election night.  The "deposit slot"  key should have been held by the Election Judge in charge of the Polling Location.  The seals should have been affixed and recorded as described above, but in the early voting box, there should have been a seal affixed to the "deposit slot" end at the end of each voting day, and recorded each voting day with the broken seal saved for later verification.  The early voting box should have been secured at night in a secured location where everyone does not have keys to get to it.  It was not done this way.  There were no seals, only locks, and the keys to the lock was not secured away from the early voting box, and there was no seal to make sure there was no tampering.

"Why," you ask is is so important to affix seals and secure the box?  It is important because if you can get to the box, and the key to the deposit slot, and there is no seal affixed and recorded.  You can open the slot with the key, and shake the box like a piggy bank and tamper with the ballots inside.  If the box is secured, and sealed then everyone knows by the records and the seals that there was no tampering.  They cannot "prove" to me that something like this did not occur because the box was left sitting in the county clerks office with only a lock, no tamper proof seal and the key in an unsecured location in the same office.  How many people have keys to the annex, and the County Clerks Office?  I have heard that they have more keys out there floating around than fleas on a coyote. I even hear that the "inmate" Jason Meredith has keys to all the buildings and offices that he carries with him at all times.  You see my point?  Does it make you suspect?

In this election, none of this was done in the manner prescribed by the "Texas Election Code", so there was no security to say that someone definitely did not "tamper" with the ballots.  This makes the election suspect, even if the ballots were all accounted for!!

The Registry of Official Ballots is also a mandatory but all of us know that those were not done properly either.  They record the serial numbers of the ballots and show an accounting of the ballots that "must" be done according to the Texas Election Code, which is the "rule of law."    I have about 300 pages of Evidence that shows what was and what was not done, and am considering posting it for all of you to see.  If you want to see it, let me know if you want me to go to the trouble.

I agree with Mark Lesher that the County Clerks office did a exemplary job in producing the requested documentation in this investigation even if most all of it did not exist properly, and the "math of the election did not add up",  but if the County Clerk and the Election Judges and officials had run the election according to the Texas Election Code in the first place,  there would have been no doubt, no Petition, no hearing, and all of those hundreds of hours of time and effort on "our" part or the "County Clerks office" to make sure the election was proper, even though the "law" was not followed.

"I personally am not satisfied completely beyond a doubt about this election.  The "Law" needs to be followed in this county on more than just elections.  Is this county "law abiding"?  Are our elected officials "law abiding"?  If you think that the answer is "NO" then we need to speak out and let them know.  We need to hold them accountable to the "laws of the State of Texas", because if we do not,  are we able to say that we "Live in a Democracy"?

If our Elected Officials do not bother to follow the laws on something as simple as an election, are they following the laws on more important things like "Murder", "Rape", "Drugs" etc.  Do you feel comfortable living here if none of our elected officials bother to follow the laws?  Do you feel that just because they have "Always done it this way in Red River County!" that they should keep doing it this way?   We all need to tell them that we do not like the way they are doing business, and that they should follow the law or get the hell out and let someone who will, do the job.  This includes any elected official be they County Clerk, County Judge, Sheriff, District/County Attorney "VVExpress", District Judges, District Clerk, and any appointed or elected official that I have forgotten to mention.  We need people running our government who are willing to do what is right and legal, not nepotism, favoritism, or just because they have always done it this way!!!  If your tired of the B.S. don't hesitate to tell them you are!!!

Remember also what was said by Mark Perkins that "We will do anything and everything to keep Royce Abbott from becoming Sheriff of Red River County!!!!!

Now you know why the saying about Red River County "If you want to get away with Murder do it in Red River County" is out there!!!

Smells just a little rotten, doesn't it?

F.Y.I.  We dropped the Law Suit because if we could not change the outcome of the election, then there was no way any judge would overturn it, and even though the "LAW" of the State of Texas was not followed, the ballots were all there, and there was no proof that the outcome could be changed.  If you do not understand what I am saying, e-mail me at rrpolitics@bowie-cass.com .

Conway/Dagenhart Video Taped Deposition

This Deposition sickens me.  You haven't even seen a quarter of it yet, but you can already tell that If you are a woman in jail in this county, your chances of being sexually molested or RAPED is high, and it should be totally the opposite. If you are a woman in jail, you should be safe!!!

Think about this.  If you are a woman, are you not safe with the Sheriff, Chief Deputy, Deputies, and Jailers around because of your chances of being RAPED?  So how do you feel about being alone out in the County by yourself?  If we cannot trust our Law Enforcement,  then are you open game?  Better yet are your Young Daughters Open Game if they Get Stopped and Arrested and Taken To Jail?  By the looks of this, even if they did get RAPED, the "VV Express"  would let um off if the OFFENDER WAS wearing a badge, or one of the "GOB's".   IT WOULD BE A CIVIL RIGHTS VIOLATION!!!!!!!!!!!! Just what the HELL kind of place are we all living in?????

How can Conway sit there and say one minute that the Deputy received no special treatment by the "VV Express" AND HIMSELF, and the next minute say that he would give the Deputy Life in Prison for what he did.  Then he can say that the Sex was Consensual and not RAPE? Later on, you are going to learn she was HANDCUFFED.   It is the Sheriff's job to bring the charges, and the "VV Express" to prosecute them, not the other way around!!!!!!  What good is a Sheriff's department that will not investigate and police themselves.  Is it another excuse to get preferential treatment???  PASS THE BUCK TO THE "VV EXPRESS", AND THE TEXAS RANGERS.

What really gets too me is they allowed the Deputy to resign, and walk out the door and go home right after this happened.  CAN YOU BELIEVE THIS??  Just think, they can look us all in the face and act like nothing happened !!!!!~  This is YOUR JUSTICE SYSTEM AT WORK PEOPLE, DON'T YOU THINK OR FEEL ANYTHING IS WRONG?????   DO YOU FEEL SAFE???  I promise the more you see of this deposition, the sicker you are going to feel!!!!!

First of all let me tell you that I appreciate an officer who is honest, and dedicates his or her time because he or she wannd truthfully, because they do not receive monetary compensation for the work they do or the time that they sts to help the citizens of this County.  Reserve officers should be highly commended when they do their jobs honestly apend serving the citizens.  This fact in and of itself means a great deal to myself, and hopefully to the citizens of this County.

One of the problems that I am seeing between the SO, and the citizens of this county is there is no open door when it comes to the citizens and the SO.  I do not want you to get me wrong and think that I am saying that everything that goes on in the SO should be out in the public, but for a law enforcement agency to gain the respect of the citizens, there needs to be transparency to the public with all information that will not affect the outcome of any ongoing investigations.

Nearly 50 percent of the citizens in this county voted for a change.  Sheriff Elect Reed has said that he wants the SO to be more progressive, and that he is going to make changes to bring this about.  One of the things that needs to be done is to have a forum for dialogue between the citizens and the SO.  This forum is such a place.  I do not want, nor am I looking for glory in what I am doing no matter how it seems to anyone.  What I do want is law enforcement that is equal, and fair, and a law enforcement that the citizens DO NOT FEAR!  I also want a government and justice system that the citizens have a voice in rather than being shut out of!!!

What is happening now is that the citizens do not trust the SO, and the SO seems to not trust the citizens.  This problem is gargantuan. I would like to see it brought down to size to not only allow the citizenry of this county a voice in government, but also to make the SO a more respected and progressive department.  So far mostly everyone out here is afraid to address problems out in the open because there is fear of retaliation by the SO.  I am not afraid, and do not feel that I have any reason to be afraid, so I have stepped up and started this site, so that everyone can have a free voice even though most of them withhold their names by request.  They do this because they are afraid.

People are tired of the drugs, the drug dealers, and their kids being ravaged by drugs.  A lot of the citizenry choose to stick their heads in a hole in the ground to keep from seeing the problems, but a lot more of them are beginning to pull their heads out and look at them. They are finding the problems with drugs appalling, and want something done, and done now rather having promises of progression in the SO.  In other words, "Where's the Beef?"   To alleviate the problems, the SO has to start cracking down on the dealers in this County rather than looking the other way because some of them are related to prominent citizens, or citizens who make a lot of money and contribute to their campaigns.  This is considered to be the number one problem here, (next to unsolved murders and disappearances) and everyone
I talk to wants this taken care of now rather than later on down the road.  There is help to do this, and I am sure the DEA (Drug Enforcement Agency) would be more than glad to start taking down some of the suppliers of the dealers if the SO would cooperate by providing information to them and working with them.  At least that is the way it seems to me and to a lot of the citizens.

The people are tired of excuses and silence!!  They want something done "now" from what I am hearing, that they will not let me post!!

I misunderstood your intentions on posting  your response to Jimmy Maulden, and I am glad you let me know, because it was a good response, as it is "your" side of the situation.  I wish that you had gone into a little more detail about why his daughter was stopped, and why you felt the need to search the car, but that is not the point.  The point is you felt you needed to for some reason, and even if it does not come out right away you at least responded and told part of your side of the story.  This in and of itself puts a foot in the door and cracks it open for everyone to see.  This helps me to see more, but it also makes me want to know more, because I feel that you probably did have "Good Reasons" for your actions, and wish you had gone into them.

I do not purport that this site is a fix all for the problems of this county, but what I do think is that if we can start a dialog here between the government and the people that this problem can fix itself.  I am here and willing, and I am going to state here and now that I am lifting the ban on elected officials and their subordinates giving opinions. Lets all start talking about how to fix this problem rather than sticking our heads in the sand and hoping that the problem will go away.  It has not in the past, and it will not in the future if the citizenry and the government do not start talking!!  The Government and Law Enforcement cannot fix the problems without the Citizens; the Citizens cannot fix the problems without Government and Law Enforcement.  Kind of a "Catch 22"  don't you think.

Respectfully,

4/20/2006

Friday morning, at 10:00 a.m. in the Red River County Annex, the recount begins.  There will be one team, representing the Democratic Party counting the votes.  Royce Abbott and 2 representatives, Kenny Mitchell and Ernest Henslee will be observing the recount.  Terry Reed is also allowed to be there along with 2 representatives.  There has been a couple of ways suggested to do the recount, and as of this time I do not know which one will be used, but you can rest assured that all parties involved will make sure that the ballots are counted properly.  This recount is being done because Mr. Abbott's supporters wanted it done, and that includes myself and Kenny Mitchell.  29 votes is too close a number not to do the recount, not just because we think there is any mistakes, but because with everyone who is going to be there tomorrow watching, there will be no room left to anyone for doubt.  We want everyone involved to know that. We also hope that the recount goes smoothly for all involved.     Check back here late tomorrow for the final count.

Response to Appointed Sheriff Reed's E-Mail Opinion

                                                                                                                                                 Ernest Henslee
Go Back!   to Sheriff Reed's Opinion
Mr. Reed-thanks for your comments, but I question your sincerity. You have been in office for almost a year and what new "moving forward" changes have you implemented?  You say that you want a professional & progressive SO dept, and you want "opinions and ideas" from Red River citizens to make a positive difference; THEN I would suggest that you investigate the following few cases to determine whether criminal conduct has occurred (and, if a present/future grand juror is reading, you as a member of the grand jury, have the power to institute such an investigation--see my link Grand Jury Handbook), to wit:

1.) The common knowledge of many RR citizens (see my link Read John Lorance Statement) that the former sheriff Conway and some of his deputies allowed Steve Peek (son of our county judge) to destroy a meth lab at his residence.  The statement that was taken by Ranger Roger Lough, and he can verify that he took it (see my link Go to Pg. 92 Line 13  through Pg. 109 to read the Testimony)  from Steve's girlfriend at Jimmy Townsend's home with Jimmie, Charlie Clegg and Jimmie's wife all present needs to be reviewed.  Then take statements from Jimmy Groves (who told me that the chemical's that were poured out were so strong that they had to water down the place, they did this before Jimmy Got There), Larry Spangler, Conway and Jason Meredith (inmate at RR Co jail that was taken to the lab location and provided the physical labor to destroy it)--THEN if you have the courage, talk to Jimmie Townsend--he lives in RR Co now after being paroled) to get the REST of the story. You will get plenty of probable cause to submit to the Grand Jury.   It is a felony to destroy evidence of a crime and to fail to report a crime.

2.) The actions of your CI002--Shon McCullough--and your deputy Booker. Did all of his "more than 40 cases" that CI002 was used in against RR Co citizens have sufficient corroborating evidence, OR do you even care as long as the VV Express can get indictments--looks like 2 more were indicted with this new Grand Jury.  I bet that CI002 did not even appear before any of the Grand Juries.  Did the video and audio really verify CI002's allegations of dope dealing and selling OR did Deputy Booker just take the easy course and tell you that CI002 was always up-and-up and truthful?  Did you ever "check and balance" Booker's cases involving CI002?  This could be another Tulia, Tx problem for RR Co.   Are you familiar with the CI problem that occurred in Tulia in the last 5 years that led to Governor's pardons and huge civil rights lawsuit settlements that came from that "dirty" CI?  This has occurred on your "beat" and you can't pass this off on Conway or those before him!

3.) The actions of your "good 'ole boy" buddy who prepares all your search warrant affidavits, search warrants, arrest warrants, etc. Mark Perkins, the investigator at the county atty. VV Express office, who SOMEHOW obtained the 1970 offense report concerning Mr. Abbott AND THEN used RR Co computer equipment and time to E-mail this to 17 other buddies (YOU being one of this group) that then disseminated this document to many--probably 100's--of other folks--ALL FOR OBVIOUSLY POLITICAL PURPOSES!!!!  You get this E-mail (see my link Perkins E-mail header  ) from Perkins and now have proof from Garland PD that it was not provided to him by a legal request (see my link Letter from City of Garland Attorney).   How did Perkins know that Garland PD had the document?   Who got into the Texas state computer NCIC system and found this information? YOU, of all people, know that it is a crime and illegal to do what was done.  What have you done to investigate these crimes as found to be illegal in the Tx Gov't. Code?  Shame on you for allowing this to also occur on your "beat".

4.) Others: How about falsely accusing a prominent citizen's relative that he sold drugs to CI002 and then be unwilling to allow the video/audio to be seen to verify these allegations.   What happened to that case?   Case OR no case?  How about CI002/Booker loosing drug evidence and failing to send to the crime lab for analysis on time?   How can this happen with modern evidence protocols surely in place in even RR Co?   Was this evidence really lost or was it never received?   I am talking about the Tracey Reeves case (see my link Tracy Eugene Reeves Court Transcript).   Come on Sheriff Reed - you know, or should know, that CI002 is DIRTY and that Booker is right beside him. Has Booker received any discipline for loosing these drugs supposedly bought from Reeves?   I bet NOT. All of these were on your "beat".

Editorial Response to Sheriff Reed's Opinion

Received  4/16/2006  20:23

Mr. Henslee:

In your response to a citizen’s e-mail on your site, you made the following statement:

I know for a fact that Terry Reed watches this site constantly as does every other person who works in the county government. If you and others like you will post your ideas, and opinions, little by little they will sink in, and a change will occur. No matter how small it is, it is worth it. People are not subject to change rapidly, and a little step at a time is what I have been seeing since 2003, although the everyday citizen who does not interact with the C government on a daily basis does not necessarily notice it. I DO! So please get everyone you know who is tired of the Corruption to post their opinions. This in and of itself will bring about change.   Exposure of actions brings about change.

You may want to mark this date on your calendar, but I totally agree with you on this point.

I do monitor the postings on your site often and I do realize that almost 50% of those who voted in the run-off election are looking for change to take place within the sheriff’s department.  I realize that there are citizens who are displeased with county law enforcement due to personal issues or negative contacts with law enforcement or correction officers, some of which started years ago.  I also realize that I serve at that will of the people and I have the responsibility to serve in the interest of the people and in my opinion, it would be very foolish of me, not to take note of that.

As you implied in your response, change occurs “one little step at a time”.  Since I was appointed to office in May of 2005, I have been taking those little steps to prepare for the larger ones.  I think you will agree with me, that you can not build a house before you have the foundation or the groundwork in place.

I may not agree with your methods; however: I firmly believe that we and the other citizens of this county fundamentally want the same things for the sheriff’s department.  A department that’s professional, progressive, and provides the services that our citizens deserve.  I also believe that community involvement is essential to reaching these goals, therefore the “opinions and ideas” of our citizens are always welcome and encouraged.

I wouldn’t classify myself as a “good ‘ole boy”, rather I am someone who loves Red River County and who wants this to be safe and secure place for my family and yours.  I have often said that I had rather be a short-term sheriff who made a positive difference than a long-term sheriff who didn’t accomplish anything.  Therein is my commitment, Mr. Henslee – If I don’t believe that I am making that positive difference then I will not seek re-election at the end of this 2 year term.  My opinion is if you’re not moving forward then you’re in the way.

I purposely excluded other county departments from my letter because I am speaking for myself and I have no control of other departments. Therefore I am only representing my piece of the (county government) pie.  I have read your posting policies and I am aware that this probably will not be posted, however you now know my opinion.  I ask that if you do post this letter then post all of it.

Respectfully,

Terry Reed

Clarksville, TX

4/13/2006  I do not know if Lorie Moose knows it or not, but this election seems to have been tainted.  I would suspect that someone out there knows about it, especially since we know for sure that some ballots were shredded that were supposed to be nursing home ballots.  We are not sure who took the ballots there to get them voted, and whether it was an election official or not, or if the ballots had been voted or not.  One gentleman had to take his mother's aunt who is in her 90's to the City Hall, and while there got a citation for electioneering at a polling place.  He just happened to be a strong supporter of Mr. Abbott's and I know that he was not stupid enough to do something like that.  This was pure harassment, because he forgot that he had a couple of stick on signs on his truck supporting Abbott.  Doesn't one of the "Good Ole Boys" have better things to do than harass Abbott's supporters?  Why don't you get out and bust some drug dealers, I mean this county is rampant with drugs, and the "Good Ole Boys" have the time to lurk around city hall and harass a law abiding citizen who works for a living and is trying to get his relative to the polls to vote!!!!

Another instance we found an aunt of the opposition worked in one of the polling locations.  Read 32.054 of the Election Code, I believe and you will see that it is illegal for this to happen.  In the last election, Conway had his secretary working in a polling place, which is illegal also.  Hell in this Corrupt County it is nothing to steal an election.  Remember "Anything and Everything"  I can guarantee you won't find any Abbott employees or relatives working in the polling places.   This place is like living in a 3rd. World dictatorship, and the law enforcement being the military.  I guess they won't rest till they get all 1162 of us. Duh, 3 down, and 1,159 to go.  Here is the law, but in this place who in hell is going to enforce it!!!  We might as well have not even wasted the money to pay for an election, if it isn't going to be a fair one and from what we are hearing and finding out it wasn't....

§ 32.054. INELIGIBILITY OF EMPLOYEE OR RELATIVE OF CANDIDATE.

(a) A person is ineligible to serve as an election judge or clerk in an election if the person is employed by or related within the second degree by consanguinity or affinity, as determined under Chapter 573, Government Code, to an opposed candidate for a public office or the party office of county chair in the election. For purposes of this subsection, a candidate whose name appears on the ballot is not considered to be opposed by a write-in candidate other than a declared write-in candidate under Chapter 146.
(b) For purposes of this section, a person is employed by a candidate if:
      (1) the candidate is an owner or officer of a business entity by which the person is employed;
      (2) the candidate is an officer of a governmental department or agency by which the person is employed; or
      (3) the person is under the candidate's supervision in public or private employment.
(c) In this section, "candidate" means a person who has taken affirmative action, as described by the law regulating political funds and campaigns, for the purpose of gaining nomination or election.

In response to Deputy Shawn Roden's e-mail opinion:

Shawn,

First off I am a citizen just like you stated you are.  I am glad that you have responded.  I and everyone else in this County would love a open S.O. without divulging anything that would jeopardize an ongoing investigation.  I apologize for making the mistake using "Public Service".  A mistake is a mistake, so I will move on.

We all know that there are some good officers out there who are dedicated to their jobs. You say you are a dedicated officer who is doing his job.  We need officers who do their jobs in a professional manner. We also hear and see where officers are doing sloppy law enforcement, and the people of this county want to know, and are being informed of this.

When I first started writing "The Star" I found out that there are a lot of citizens, "Who are good Law Abiding Citizens", who were and still are "afraid of the law in this county, particularly the S.O.".  They are not criminals either, but rather law abiding citizens.  "Why are they afraid?"

I was threatened twice by a elected law enforcement official.  I took the proper action to report it, as I will if anything like this happens again, because I say what I think and will continue to do so.  If I feel retaliation, I will report that also.  We all have the right to "Free Speech" under the Constitution.  This is the United States, and "We" being "You and I" have that right whether anyone likes it or not, and "We" have the right to do it without the fear of retaliation  by law enforcement, or any governmental entity.  Law abiding, tax paying citizens should not be "threatened or intimidated" by law enforcement, only criminals should.  I am not a criminal.  I am not afraid, as you can well see, and don't think that anyone is going to try and intimidate or retaliate against me because it would not be beneficial to them, nor would it be legal, besides that it would show just how it is here.

Now, to Jason.  He was found guilty, and sentenced to the Penitentiary, which is the Texas Department of Corrections, not the Red River County Jail. Why is he here in Red River County running the streets?  Besides that he is not even in Jail here, because he has free run of the place inside and out.

Is law enforcement after Abbott supporters?  I have heard that 3 of Royce's supporters have been stopped and cited for infractions of the law, one of them twice in the same day. Law enforcement knows who we are.  All of us commit minor infractions.  I don't want to have favoritism when it comes to the law, but I would expect that law enforcement is not selectively picking out Mr. Abbott's supporters.    I don't think they are,  but who is to say?   I have heard and been told that the law enforcement in this county has harassed people before for aggressively supporting an opposing candidate in an election.  I myself do not believe this of our law enforcement, because they have always been courteous to me any time that I have had contact with them, (Highway Patrol) (and S.O. what little contact I have had) and they certainly have not ever harassed me for any reason, and I sure do not expect it to start now!  I do not believe that even the sheriff's department would do that even with all of the negative things written.   I guess I will see when I get out and start driving whether they are going to come after me or not.   I just don't believe that law enforcement in this county would be that petty.  If they are, then I will get a lawyer, and write about it.   I will be getting out sooner or later, and I will find out, and then everyone will know.

Editorial Opinion (Speculation)
I am going to tell everyone the problem with the law in the State of Texas.  It's the County Attorney.  The State of Texas revolves around the County Attorney.  If the County Attorney is Corrupted, you can't get anything done.   If you have a problem, and call any department in the State of Texas, they always tell you to go to the County Attorney.  Everyone in this County that is not part of the Problem, or in some cases is not informed of the problems here need to understand that if you have a County Attorney who is Corrupted by the system, that the Corruption will continue.  The law needs to be changed at the State level to alleviate this problem.  I have contacted Mark Homer's office, and asked them to help change this law.  They are very aware of the problem, because some of them have had the same problems that we are having.  People need to understand that it is very important who is elected to office.  If they elect an official who is corrupt it corrupts the whole system.  That is what we have in this county, a CORRUPT system, and everyone here knows it.  There are steps that we can follow to change this, but everyone needs to participate.  One thing is to call your State Representative, and ask him to get the law changed so that when you have a CORRUPT County Attorney, that you can go around him or her.  If you would like to voice your opinion to Mark Homer about the situation you can call his Paris Texas office, and  voice it about changing the law.  His telephone number is 1-903-784-0977, and 1-903-737-9949.  I know how frustrating this situation is, as I have been fighting the system for 3 years now, and I am seeing some results.  IT IS VERY FRUSTRATING, so if you are joining the fight now, don't give up, it can be done, but will take time and a lot of effort.  I wish someone would step forward, and run as an independent against the County Judge.  He is planning on stepping down after he takes office in January, and we will again have another "Good Ole Boy" appointed by the "Good Ole Boys" to the system that is already Corrupted.  This Runoff election has been said to be tainted so bad that it needs to be thrown out,  from sources inside the system.  If people are really tired of this, all I can tell you is to voice your opinions to the Secretary of State's Election Division office in Austin at  1-800-252-8683, and the Office of the Governor (Rick Perry)1-512-463-2000,and tell them that you are tired of the Corruption in Red River County and want the laws changed so that the People can request investigations into county government without having to go through a Corrupt County Attorney's office first. Even better call the County Attorney's office, go by and visit him, and tell him if he doesn't do something about the corruption in this county he won't have a job after the next election.  Make him so scared that he will crawl under a table with a blanket on his head rather than you having one over yours.  If enough people will do this, maybe he will get off his corrupted backside and do something.  The county attorney's number is 903 427-2009. You can also contact the House Committee on Election Laws at 1-512-463-0772 and tell them that you want a change in the Election Laws to Get around a Corrupted County or District attorney when the people need to file a complaint.  I was also told that you can contact the Texas Attorney's General office and file a complaint with them if you know of election discrepancies.  His telephone number is 1-512-463-2191 and the harder number to get through on is 1-877-673-6839.  If nothing else, call all the numbers above and voice your displeasure as a citizen of the State of Texas.   We all know what is going on here, so lets just pull off the mask and come right out with it.  Red River County is the most Corrupt County in the State of Texas, and if it is going to be changed, The People are going to have to get involved.  Do you want to make a change, or have they got you so scared that you want to hide under a table in the corner with a blanket over your head?  If your answer is yes, you want a change, then you are going to have to fight for it.  As Winston Churchill said "The only thing you have to fear, is fear itself."

Tracy Eugene Reeves Court Transcript

Eleven Hundred and Sixty Two People of Red River County are tired of the "Good Ole Boy" Law Enforcement that we have.  There is one thing in particular that I would like to talk about today, and that is the Confidential Informant Shawn McCullough that has made so many drug cases for the S.O. and for Deputy Freddie Booker.

I believe that this CI's credibility is definitely in question.  I also believe from reading the Tracy Eugene Reeves transcript that there is more involved here than just drugs.  These investigations are "tainted".  I say tainted because if you look you will see that if the Deputy has let the CI get out of his sight, that he could have got drugs from anywhere during that time, and said that he purchased drugs from the Accused.  Letting the CI get out of his sight for any length of time is definitely a "no NO".  This needs to be looked at by everyone as a violation of procedure by the Deputy. This makes all of the cases that Shawn McCullough made for this Deputy questionable.  There are a lots of "Accused People" that are sitting behind bars this minute because of Shawn McCullough.  A considerable amount of them could be questionable as to guilt.  I have heard that Mr. McCullough's own family has said that he was not raised to be this way.

Val Varley, and our District Court need to hear the Eleven Hundred and Sixty Two People who have spoken about the "Good Ole Boy" system, and any case that has been tainted by anything that this CI, or Deputy Booker has done outside of professional investigation needs to be thrown out.

Our legal system is based on "facts", and if the facts are tainted because of sloppy law enforcement procedure then we as a society need to pressure our officials to "DO IT RIGHT, or DON'T DO IT AT ALL."  It is better for 10 guilty men to go free than to have one innocent man convicted.  Wait A Minute,  in Red River County it is better for 10 guilty men to go free, and have one innocent man convicted because that is how justice works here.

I can assure everyone reading this, that if they could figure a way to silence me, that they would do "Anything and Everything" to do it, if they COULD GET AWAY WITH IT!!!  Who is to say they are not cooking up some scheme to do that at this very minute.  I will own a considerable chunk of Red River County in the end if they try, and too many people are watching them for them to try anyway.  More eyes are peering in on what "The Good Ole Boys"  are doing right now in this county than have ever been before, and they can't afford to bring the scrutiny of anyone else on them by trying something STUPID.

It is not about putting people in Prison Val Varley, it is about Equal Justice and Fair Justice.  We all know that sloppy law enforcement practices does not bring about justice, and we most definitely have sloppy law enforcement practices, and sloppy judicial practices when people are RR Justiced without evidence even being submitted in Court or being Tested before the Revocation Hearing.

CAN WE SAY THAT WE HAVE JUSTICE IN THIS COUNTY?     Eleven Hundred and Sixty Two People think that we do not!!!!   How about ya'll making a change or are you just going to go about "Business as Usual"?

Now that the election is over, and the votes are counted do not be dismayed.  A very dear friend of mine sent me these words, that I already knew but I wanted to pass on to all of the good people out there that read this.  God's hand has not been short, nor His ear deaf,  the prayers were answered.  In God's awesome wisdom, it is HIS will to let this be the FINAL count.  We can all be proud of Royce Abbott.  He fought a great race, and he came out of it unscathed.  He can hold his head up because he used no illegal tactics to try and smear anyone. I believe that he was spared this for a reason.  I am and always will be proud to know Royce, and to call him my friend.

Sheriff-Elect Reed cannot claim a sweeping victory.  Twenty nine votes is not a mandate from the people.  It was a inconsequential popularity contest that was won here tonight, and there are no sour grapes from his opposition.  We all hope that he will take this job, and do it properly.  There is no one that wishes he would more than myself.  His job is one that he will be judged by long after he is gone.  Will he take the job, and do what is right?  He spoke of reforms and changes in the sheriff's department that he would do if he was given the opportunity.  Will he truly take the opportunity and do them or were they just shallow words to gain votes.

There are and have been innocent people scooped up by the swiftness of the so-called justice in Red River County.  There is a confidential informant who has been used to make cases that are false, and the Sheriff should take a long look at these.  If he is really interested in reform and change in the S.O.  let him make sure that True Justice is being served rather than the Hollowness of False Justice.  Change needs to be made in the way Red River Justice is handled, and all of the 1,162 voters that voted for Royce Abbott have sent you the message that you have problems in the S.O., and with the type of justice that is being meted out in this County.  We will be watching to see if you are actually going to follow through with your words.

The inmates inside of the jail are "people" who have done wrong, but are none the less human beings.  The sheriff needs to allow them to have the dignity and respect of being human beings even though they have done wrong.

I hope that he takes a long look at his revolving door policy.  He needs to run the jail like a jail, and not give free run of our County to any inmate.  They may be human beings, but they are human beings that are there for a reason, at least I hope they are.

Let's all watch and see if he actually treats his employees with fairness, and does not use his office to gain revenge on anyone.  Let's see if he actually uses his training to make the S.O. a better place for the inmates who are held as prisoners there, and a safer place for his Jailers.  Let us see if the policies and changes he implements really benefit the County, or is it just going to be the same old sorry Red River County Justice, and revenge.

This website is not going away.  It will be here as long as the people are willing to provide the information, and are willing to read the information provided.  This website is about the Corruption in this County, and was set up to fight that corruption.  People are watching your performance Sheriff, and will be talking about it.  Are you the type of person who is willing to take the criticism and grow and learn from it, or are you just going to ignore it and hope that it goes away.   If it is the latter, then you are in for a Rough Ride.  People are stronger because of this election.  They have gained back some of the power that has been slowly taken from them.  They will be more likely to speak openly about the injustices committed on them by the so-called justice system of Red River County.  This website will provide that conduit to the outside world, and because of it, the Good People in this County will take back the Control of the Government into the people's hands rather than the hands of the "Good Ole Boys."

So, Sheriff Reed, you may be able to claim a victory with 29 votes, but know that the 1,162 citizens who voted against you are people in this county who are watching you and your department, and know that they did not want you in the position or they would have voted for you.  No voices have been silenced, nor are any voices going to be silenced.  Do not think that you have carte blanche to do "Anything and Everything" and not answer for it.

I have been called and told that since Judge Peek has no opponent, and does not plan on having one, that he is planning on resigning shortly after he takes office in January.  I am told he plans on putting Mark Megason's name up to take his place.  This is definitely "GOOD OLE BOY" Politics in action folks, and we all need to put a stop to this right here and right now.  If the judge does not plan on fulfilling his commitment, he should get the hell outta Dodge now, rather than pulling this "GOOD OLE BOY" tactic of resigning so the Commissioners can once again pick someone "REAL GOOD" to take his place. We   the people of this County do not know how to vote for someone in a "REAL ELECTION" to fill the position is what Judge Peek is saying to us.  If he is planning this he is once again leading us down the Garden Path of his "Good OLE BOY" political cesspool.  He needs a candidate to step up to the plate and run against him NOW!!!  There can be an Independent candidate put on the ticket up until August 1, 2006 to run against him.  Lets have an election rather than the County Judge and the Commissioners pick another "Real Good Ole Boy" to carry on their "Good Ole Boy" dreams and aspirations.

I am tired of hearing that Royce Abbott is feeble, and old.  I want all of you to know that the man is better physically fit than I am, and I am 53.  He works constantly, walks, runs, and tirelessly does work on his place to clean it up.  I will gladly take bets on a race.  Here are the contestants that we will put in it, and I will bet money that Royce Abbott will beat all of them.   Lets put them on a track and see who can run the farthest before wearing out.  I will take Royce Abbott over, Terry Reed, Larry Spangler, and Mark Perkins.  Oh, you say the race is fixed.  Now that I have thought about it, I will let you have Freddy Booker.  That will lower the odds just a little in your favor.  These are your law enforcement officials now, and what kind of a job are they doing? I know that Abbott would out run all of them.  He is in better shape physically and mentally than all of these overweight, out of shape so-called law enforcement officers.   He also knows the law better than any of them.  He worked inside the jail in Collin County when he was Chief Deputy, and helped write the jail standards that are in use today in the State of Texas.  I say worked inside the jail, because he goes inside the jail and talks to the prisoners.  Your best information about crime comes from inside the jail.  I bet that Reed and Spangler are rarely inside the jail.  They are want-a-bees, Royce Abbott is the real thing.  If Red River County passes up the chance to elect Royce Abbott as their next Sheriff, then it deserves anything and everything it gets.
