When that Decision was rendered, the "VV Express" then filed an appeal with the Court of Criminal Appeals of Texas, asking for a discretionary review of the case asking that only the penalty phase of the trial be reversed. From my basic layman's understanding that meant that "VV" felt that Jimmie had stolen the computer and that it was worth something (monetarily and punishment wise) even though it was not worth enough to be a felony. On February 28, 2007 the Clerk of the Court of Criminal Appeals of Texas Louise Pearson, mailed the ruling via Post Card stating that "On this day, the State's petition (meaning the "VV Express" Petition to them for a ruling) for discretionary review has been refused."

This is a definite "bloody broken nose" for the "VV Express" and the Just-Us

System of RR County. This final ruling pushes back the hands of time, and erases everything, and (from my basic understanding) means that legally, Jimmie was never arrested, tried, found guilty, sent to prison, or put on probation (legally). So, the Just-Us System and the "VV Express" in Red River County really screwed up this time! Jimmie should not be in jail right now because he had no probation to violate! (I have heard that it could take 2 more months to get him released from jail, although that is not confirmed.) The way to look at it Jimmie is the longer they hold you, the bigger the Judgment!!!

This also means that the "VV Express" can go for a new trial, if he decides to stoke the boiler to give Jimmie another ride down the RR County Tracks, although the statement in the 6th Court of Appeals ruling that the State did not meet the burden of proof, and that they probably will not meet the burden of proof even if they retry the case should weigh heavily in "VV's" decision process.

This probably means Lawsuits all around to the entities and individuals involved for their schoolboy Just-Us shenanigans, and their violation of his civil rights that have cost this man everything that he had!

Isn't it interesting how during the Sheriff's Race, they printed Crime Stoppers Articles written by the new coordinator in the Sheriff's Department. Since the Sheriff's Race has been over, Crime Stoppers seems to have fallen by the wayside! Just goes to show that they will do anything to put on that makeup of doing their job for the citizens when they want to be elected, but after the election.....!

The Sheriff's Department always tells us when they get a new piece of equipment through a grant or such. That grant money is also your tax dollars at work folks! By the way Sheriff, after you get the equipment does it ride around in the back of a patrol car and gather dust? Maybe the "Good Ole Boys" are going to use it to go Possum Hunting at night!

Do they tell us about solving any murders? There are supposedly 17 unsolved murders in this county at this moment. Have they solved any? As long as they don't have to solve them by themselves, we get one cleared every once in a great while! Is your eyesight clearing any?

There was an article about internet scams, and mail scams in the newspaper telling us that the Sheriff's Department wants to "make the citizens aware", but when you call that you have been burglarized, the Sheriff's Department will probably have you fill out your own report, deliver it to them at the Sheriff's Department and then there is never anything done about it. The Sheriff's Department will probably give you an excuse that it is not their responsibility because you purchased what was stolen from you in another County! It is the same thing if you are from another county, but go missing in Red River County, as the Sheriff stated that is not their problem either!

Seems to me that we have what's called "Deficiency of Public Service" when it comes to really doing something. Sheriff Reed if you and your deputies were doing something other than sitting on your backsides eating lunch for 1/2 price at local Restaurants, the biggest part of you wouldn't weigh in at 300+ pounds. It's hard to do anything if you can't walk 50 yards uphill and still be able to speak! We can all tell by your appearances that you are more interested in adding to your figures and taking the local restaurant owners for half price meals rather than fighting crime in Red River County.

Why is it again that we are we paying you salaries? We have a Citizen Opinion that clearly states that more food is going out the backdoor of the jail than staying there to feed the prisoners. Everyone of you drives their County Vehicles and burns county gas for personal business. I know for a fact that Mark Perkins drives his everywhere, and I am sure that his excuse would be that he is always on duty, as would yours!! I wish that I could get my groceries paid for by the taxpayers, my vehicle furnished by the taxpayers, my gasoline purchased by the taxpayers, and my Restaurant Bills at 1/2 price. Before ya'll started eating for 1/2 price at the downtown restaurant, most of you were eating off the taxpayers for lunch at the jail!!! Sheriff Reed, you may not realize it, (and I doubt that any of you care) but taking gratuities from citizens is "AGAINST THE LAW!" For that matter about everything stated in this paragraph is against the law! Who really cares, I forgot this is Red River County, and the Just-Us system does it the way they want too here!!!

Citizen Opinion on the State of Red River County!

Hi Ernest:

I was just setting here thinking about our county government and the way it's run and felt like venting a little.

When I returned to Red River County ten years ago I thought this was the best place in the world for a retired person to spend the remaining years of his life.

It is a place, I thought, of peace and tranquility, not so infested with drugs, crime and corruption. A place where you can leave your doors unlocked at night and not fear being murdered while you sleep. ------I guess I was wrong!

November of 1998 was the second anniversary of the murder of county commissioner Alton Douglas Peek. And a month later the so-called suicide of his friend James Humphries.

A few months before the murders of Commissioner Peek and Mr. Humphries, a young lady by the name of Jennifer Bench was attending a party with friends. She became upset with someone at the party, left, and was never seen again.

A black lady was beaten to death after leaving a convenience store in Clarksville.

A vehicle was found abandon on FM 1159. The woman who owned the car was reported missing from Tulsa, Oklahoma. She has not been seen nor heard from. Is it not possible something happened to her here in Red River county? Our sheriff says: not his responsibility!

I am told that there are 17 unsolved murders in Red River county, there could be more; I would like to know how many of those have been cleared within the last ten years.

There is no statute of limitation on murder. Responsibility to clear murders is inherent, it's handed down from administration to administration. The responsibility is inherent yes, but the ability to carry out that responsibility is not. It is something learned over years of experience.

The murders of Peek, Humphries, and Bench could have and should have been solved within a short period of time but instead they were set aside and forgotten like all the others.

Yes I was wrong! ----I do lock my doors at night now. Not because I fear being murdered by some stranger in the night. but because it appears to me that we have no one here with the ability nor the desire to do a proper investigation should something like that happen. At least, in my opinion, it is not being demonstrated.

We have a county government who's elective office holders for some strange reason, when they are about to leave office, vacate that position instead of serving out their term; thus providing the opportunity to fill that position by appointment as usual.

If we can ever develop a county government who's elective offices are filled by the voters in a fair, honest and legal election maybe then we will again have a government that is "By the People and For the People" as intended by our constitution.

I agree . A lawsuit would be a big mistake. Picture this, Several News cameras covering a law suit like this plus lots and lots of reporters.

Do they actually think no one would be interested in the goings on in our little county? I think the media would love the big circus that could be created.

I agree with you completely. A lawsuit against the Just-Us System in Red River County, by a citizen who is running a freedom of information and political opinion website about a bunch of corrupt politicians and law enforcement would be perfect for reporters, journalist, and TV News reporters interested in First Amendment Rights, and I know for a fact that they are! You have to understand that we have a bunch of back-woods politicians and so called lawmen in this county that have never lived or worked in the real world, and they have either forgotten if they ever did, or don't know if they haven't, that attacking a website (even if some of them don't consider it to be journalism or reporting) could be a fatal mistake. Not only that, a case just might get filed in Federal Court if there was a civil rights violation. Wouldn't that be interesting!

They have themselves to thank for this website, because if they had not pressured the Clarksville Times not to print the letters during the Sheriff's Race last year, I probably would not be doing this right now. They are all idiots/fools aren't they!!!

I would like to try to express my opinion on these people that you say may try to come after you as for the web site goes.

What are these people thinking? Don't they know the people that write to the site have the right to express their opinions? As for my opinion sorta sounds pretty stupid for them to try to stop this opinion poll?? However there seems like someone is getting pretty concerned as to just how much some people might know about several things that have and are going on in our county . I have a feeling that there might be some evidence brought to light that even our county attorney might not want revealed. And I don't mean about {shall I call it the sex scandal } Heck I thought that was sorta cute , and what's the difference people putting things such as that on the web so all the country folks can read than people whispering about it ? I feel there's a lot that will be put on this site if they pursue causing you problems , You know there is an old saying if the shoe fits wear it . So now whether it rubs a blister or not that would be up to the one wearing it .

Someone tickled my funnies bone the other day , they were talking about the trash you had on the web site and I just thought to myself if it is trash and you are a goodie two shoe why bother to read trash ? Yet it takes all kind to make the world go around and Lordly we must have them all right here in our little county. But you know If I was a betting person I would bet if they pursue coming after your web site and just say there is a big law suit what chances does any of those that have been written about have a chance of having a job when it's over ? I believe if I were these lawmen, county attorney, or who ever has had more attention brought toward them through this site I would be for sure I had a case without any doubt that I could win verses to be made a laughing stock out of myself and even loose my job over it hadn't you ? "VV Express" and the Red River County Just-Us System Contemplating Action!!!

Just to let all of you know, I have been told that they ("VV Express" which includes Mark Perkins who has proved that he has no problem with breaking the law, or the Sheriff's Department who has proved that they have no problem violating anyone's civil rights or breaking the law) are contemplating how to come at me. I have had this told to me before, and I just want to remind them that this site is a freedom of information site, and that I will and do protect my sources. No e-mail's are stored at my office on any computer, so if they did manage to do something illegal to gain access to my computers I keep them clean. There is nothing.... and I do mean nothing that is on any computer I possess that I care who sees. The only website data on any of my computers, they can see on the site that you can display just by calling up http://www.rrpolitics.org .

So forget it fools/idiots. I am a computer professional, and don't even pirate software, (like the County Attorney's office was doing when I first started working on their computers and made them take it off if the wanted me to work on them) because in my business as a computer dealer I would not risk losing my partnerships with Intel, Microsoft or any other of the many manufacturers that I purchase products from or have partnered with. I have a professional working relationship with all of my suppliers, manufacturers, and customers. They know me from my contact with them and the professional honest manner that I conduct business, and they also know that I do not commit illegal acts like you and yours in the RR County Just-Us System.

Citizen Opinion on Illegal Slush Fund!

Would like to comment on the posting about the "Slush Fund". I absolutely with all my heart believe this is true. The question is what account is this in. Anybody can request a copy of anything from the auditor, even request a list of all the different accounts that money is going into. But the kicker is, you also need to request a description/explanation of each account. There are so many different accounts only one person knows what each one is. That being the Queen Bee, and it's gona be like pulling teeth to get any information out of her. Bet you $1000.00 dollars the commissioners don't even know what each account is for. If anyone should make a request from the Queen Bee about the budget or anything else, they need to be very specific and detailed.

Citizen Opinion on Illegal Slush Fund

Just read the new posting about the money account (if there is one) can you tell us who benefits from the account? Who oversee's the account and who or what happens with it?

All my life I have heard about things like this in our county, but just so hard to face the facts. Are these people (appointed not elected) that crooked? Could be why they are appointed, so things like this isn't found by honest hard working citizens that pay their salaries.

I pray that God watches them and convicts their hearts for their wrong doing.

Running an Illegal Slush Fund?

It has come to my attention through a stable/reliable/knowing contact within the legal system of the Red River County Government, that there is an illegal slush fund being operated by the system. The source states that this fund is operated outside the legal funding process and is not being accounted for to any government agency. Due to the fact that our RR County Government is so secretive and next to impossible to investigate through open record request, confirming or denying the fact that this is going on would be extremely difficult, but when considered along with all of the past actions of our legal system and appointed vs. elected officials it is well within comprehension. This is something that even The State of Texas would have to launch an investigation to find, and we all know that from past experience that they will not get involved unless the "VV Express", the "Sheriff" or one of our appointed vs. elected officials would have to request the investigation. We all know that is not going to happen if it is any of them running the illegal fund!

This source states that this illegal account consists of moneys paid in the form of exorbitant illegal fines paid by persons charged with offenses of the law. These persons are having those offenses purged completely from their records and having their criminal background files kept clean.

For an easy speculative example: Lets say that you are someone who is substantially well off (monetarily), and the justice system in Red River County knows it, or discovers it after your arrest. It's Friday Night and you are drinking heavily and get stopped by one of Red River Counties Finest. You are administered an on scene Sobriety Test and fail. The officer takes you into custody and hauls you to the Sheriff's Department. When you get there, you are put into a room and one of our appointed/elected officials of the judicial/legal system comes to visit you. During the conversation it comes up that all can be forgiven and this incident can be kept off the records for a fine paid under the table. Lets say for example this fictitious illegal fine is set at $15,000.00, and you agree to pay it because you don't want a DUI to be on your record. The fictitious fine once paid by you is then placed into this illegal slush account, where all of these type monies are laundered. This could also explain why some people are exempt from the laws and others are not. It could also explain the exorbitant taxes we pay compared to other counties around us.

It is said that this account (if it exists) has a great deal of money in it, and is not being accounted for within the Accounting System of the Red River County Government. It would also be stealing taxpayer dollars because the fines that should have been paid into our County Coffers would never be seen by the taxpayers.

My question to the Just-Us system in Red River County is:

"Does this account exist, and if so how much money is in it and who is benefiting from the monies?"

Could this be one of the monies/accounts that were discovered in the early 90's when taxes were about to be raised?
